MEPA does not issue a permit; rather, MEPA is an informational process whereby the Massachusetts Secretary of the Executive Office of Environmental Affairs (EOEA) makes a Determination on whether or not the Final Environmental Impact Report (FEIR) is Adequate for those state agencies that need to make permit decisions. Upon review, it is our belief the Cape Wind FEIR has adequately met the conditions of additional information and analysis as outlined by Secretary Herzfelder in her March 3, 2002 Certificate of Adequacy of the Draft Environmental Impact Report. The report includes, among other things: a more in depth analysis of alternative wind farm locations and configurations, two additional years of avian study results, and a decommissioning plan to remove the turbines should the project ever cease operation. Cape Wind is entering its 6th year of permitting review and has already undergone more scrutiny and review than any fossil fuel plants currently operating in Massachusetts. Over 15,000 pages of review already produced by the DEIS/DEIR/DRI issued in November 2004 and the Cape Wind FEIR are in line with the recent findings out of Denmark conducted over eight years both pre and post construction.
